On April 26, 2024, the House passed Line Item 0321-1800 in its FY25 budget for the implementation of an access to counsel pilot program for low-income tenants and low-income owner occupants in eviction proceedings in the amount of $2.5 million. During the House Budget Debate, Representative Dave Rogers sponsored Amendment #1479 which sought to amend the Access to Counsel line item 0321-1800 to clarify that the program must provide full representation (not limited assistance), the pilot would be statewide, and an advisory committee will help the Massachusetts Legal Assistance Corporation determine how to implement it. Although the amendment did not pass, it garnered 70 co-sponsors.
